  1. Key is the American public (outside professionals and the tiny few genuinely interested) do not understand or care about shipping AT ALL and have not done so in the past several decades. Most outside the issue of military reform don't know that issue is not remotely of public interest because it's more complex than the trifles they prefer to mental engagement.
