  1. That's nonsense and you clearly never served. Information access varies by classification of information, the persons security clearance and "need to know" to support the mission. For example if he was preparing Powerpoint presentations for meetings he would have had appropriate security clearance for the information used and a "need to know" to compose and edit the slideshow. In other news a secretary doesn't make corporate decisions but does have access to what their bosses need them to use. "National Guardsman" is not a security clearance, Guardsman HAVE security clearances (or not). There are Generals with varities of Top Secret clearances in the Guard and Reserve. They are not LESSER forces, they are forces with different organizational models under different command structures.
