  1. Geography means WV has no other economic potential but resource extraction (except legalizing cannabis which is already grown widely but that won't happen). Good but simple people will continue to die because they won't leave. The smart ones enlist instead and escape. I served in the Air Force with many excellent troops from WV and there are FAR more military jobs than coal jobs with vastly better compensation and benefits including the most important, RETIREMENT. The mines will not improve so expecting different makes no sense.
