  1. The US is foolish not to have permanent VEHICLE numbers like the UK. Tags exist as a legacy to which no thought was given. Match the tag to the VIN then tow if it's fake. NYPD could run snatch trucks and impound thousands of vehicles then make bank on the fines and towing and storage fees plus auctioning uncliamed vehicles (out of state, run them through Copart).
