SSI was not intended to be enough to live on, but reality is investing is far too complex for people of normal (low) intelligence and abilities. SSI was intended as a floor for those who failed at life but today that group is much larger with the displacement of wealth to the rich elites who own the country. The average American stopped learning in high school rendering them angry sometimes but politically incompetent. The French take Liberty seriously while Americans are conformist superstitious slaves by choice with predictable results.
