  1.  old man strength  They're still a STATE functionary and these backward rural hellholes promote from within. That's why using every legal option to get outside Federal oversight is desirable. The technicality of using the local DA (who may be on the pad from criminals, it's not new) doesn't make their investigation trustworthy. IMO the only people who trust police are old white men who never see them in the first place except for traffic stops. That is not representative of all experience.
