Each has its own roles. Ukraine v. Russia is not a war between modern armies, it's a war between POOR countries with each having modern systems.

This may be incredibly difficult to understand but wars require MICs (or support therefrom via external actors nation-state or other) as a condition of victory. Is Ukraine entitled to self-determination? Yes or no? Ukraine was previously acknowledged as a sovereign nation by Russia. This may be incredibly difficult to understand but without business (even in Russia and mainland China) it's impractical to field large armed forces. This may be incredibly difficult to understand but individual actors can have mixed motives. If your group requires arms then someone has to pay workers to produce them and pay for the materials, infrastructure etc. All conflict is part business, even the Shining Path guerillas protect their revenue sources.
