HD got away with non-premium quality because loyal buyers know to upgrade them with aftermarket parts. Older bikers remember when if you rode into some dealers on a chopper you were refused service. HEAVY factory propaganda boosted sales and very few enthusiasts take serious interest in the real history other than old mechanics.
