  1. Because human garbage make poor soldiers. Noobs think all bodies interchange but modern war requires professionals as Russia is finding out so amusingly. I favor vatnik penal battalions so they lose more vatniks but it remains a terrible idea laughable to anyone with modern military experience. Russian criminals already rob the society blind so the more they trash their own armed forces the better.
