Large numbers of systems which are old and were poorly maintained while stored can be a considerable burden. The US stores its vehicles in desert and other climates which don't promote corrosion. (I've been to the AMARC at Davis-Monthan and the tracked vehicle storage area at Camp Shelby during my USAF career.) We've satellite pics of how sloppily Russian stocks are kept. Old vehicles require experienced mechanics and technicians. Those require several years to become truly proficient. The Russian military is famously theft-prone at all levels and it happens that the lubricants, hydraulic fluid (armed force use immense quantities of hydraulic fluids), small parts, larger components with dual use and larger components profitable to sell and easy for those with access to steal. Photos show their tanks etc were often maintained indifferently. (Their naval vessels ditto as we see from the leaked Russian reports on Moskva's condition.) When a tank won't start because it's batteries are ancient it may not be recoverable, and Russian recovery tracks are notably absent thanks to their strategic emphasis on rapid offense by expendable units. No wonder Ukraine gets so many "gifts".
