  1. That's the proper way to do it because a fireworks factory basically produces small munitions! Munition storage areas are dispersed and their contents limited to prevent fratricide.

  2.  @marekholub8668  Fireworks being toys not tools the wise choice would have been moving production overseas. To retain an inherently dangerous business that close to residential areas was obviously negligent and put profit before the safety of Netherlands citizenry.
