Private businesses cannot be trusted because money overrides integrity which is homeopathically rare on a good day. Rolling stock should be maintained to aviation standards and if that cannot be managed, tough shit, take it out of service. That was a sad looking repair to this retired jet mech. Railroad safety regs are written in blood. Railroads should be FORCED to properly man their equipment or if they cannot do so, operate at a level they can support. If they go out of business someone competent can buy them out. Leadership should not have authority to under-man operations. Humans are not disciplined by nature. They require firm but hard imposed discipline to develop self-discipline. Safety agencies should appropriate orders then crush those who disobey them. Lives are at stake. BTW pipeline is vastly safer than rail but pipelines are far easier to block by political action.
