No sympathy on my part for anyone foolish enough to live there or too scared of change to leave. You had a life to escape the area. I did. I've seen this before and it's hilarious people hide their heads in the sand until they personally get mugged, and sometimes even afterwards. "Safest big city" is not a complement. Unreported crimes were typical back in the day too. When nothing is done about theft why report it? Crime can easily go back to high prior levels and has been cyclic for (NYC is old) centuries.
