  1. Mixing passengers and cargo was a deliberate choice to risk loss of vessels. It should be remembered that cargoes are not benign when they sustain a belligerent in any conflict. The US should have declared war in 1939 when it chose to support the UK and got on with it. Playing both sides instead of for example sending passengers on NEUTRAL vessels had consequences. "Laws for thee but not for me" are why the (magnificient and much more effective than the U-boat campaign) UNRESTRICTED SUBMARINE WAR against Japan was no problem but Germany was vilified for doing similar.
