  1. The region is underdeveloped and needs massive road and tunnel construction. Mountains are a problem not a feature. They hold back prosperity by being obstacles to logistics.

  2. These areas need serious Federal road building to recover because backroads will never be low risk. Punch some four lane highways through the region and it might attract jobs but will be easier to evacuate and support come the next storm (there is always a next one). Military and civilian mobile bridging can quickly span gaps. The National Guard can advise and both state and Federal governments should be deploying rapid bridging assets.
