  1. Non-technical humans should understand they are unfit to make technical choices then recuse themselves or get then USE expert help. The miners themselves chose money over safety too rather than leaving for work elsewhere. The sooner coal mines are closed the sooner that bad choice will cease to be an option. Greed is too powerful to trust coal companies.
