First rule, never live in a high risk area especially an expensive one where you cannot cut your losses and bolt. Cut LARGE firebreaks and mechanically control erosion and there is nothing to burn. Fires require fuel but CA refuses to reduce the fuel to safe levels. Stop building flammable homes or making excuses for it. Concrete domes are rugged, quake resistant and burning embers bounce off. Ditto all-steel structures coated with Galvalume etc or other concrete structures. Homes don't need to burn. Wood like other pretty things appeals to silly people but wood is fuel, termite bait and rots. It's best kept to furniture. That's my my personally constructed shop buildings are all-steel and should my homes get lit up (unlikely because I deleted every tree or bush within range both as a firebreak and to prevent overgrown trees falling on my roofs) they'll be replaced with concrete and steel. People make a terrible mistake trying to live at the limit of their means instead of well below it. These folks are clearly not poor if they can afford very expensive pet habits (much love for critters on my part but some ownership choices are a red financial flag). They should ask what can be done to their property to make it insurable. Some company will write a policy but they may not like the rates.
