  1. The PUBLIC are who consume cannabis. What is legalized can be regulated. Black market product cannot. We already had the mistake of alcohol Prohibition which made the Mafia rich. The Founders of the US did not outlaw cannabis. That was a much later idea motivated by racism (those who have not read the relevant material should not have opinions) and political careerism notably that of Harry Anslinger who wanted to be what J. Edgar Hoover became.
