  1. Successful anti-theft efforts attack the problem at the scrap yards. This is a solved problem with many examples. Busting the buyer works in the real world. My state is an example. If the voters objected they would vote differently. Criminals are not some category outside the general public. They ARE part of the general public so a pro-crime Democrat administration elected by pro-crime Democrat voters is de-facto inviting criminals to rob all concerned. If Californians were not utterly delighted with things as they are they would choose differently. The state has the power to crush organized crime with the total ruthlessness social enemies deserve. The state is controlled by the people and the people of CA choose their fate. It's easy to interdict scrap metal sales blocking the problem at its source. Require all scrap loads and those delivering them to show valid ID, be fingerprinted, and have their load photographed to save info for potential future prosecution.
