Easy. Block off each street takeover with 18-wheelers then confiscate and tow the vehicles. Modern vehicles are expensive to tow correctly without damage and require wrecker operator training. They must be stored where they cannot be stolen or have parts removed so well away from city centers. Vehicles used in crime like any other tool are potentially subject to confiscation after due legal process is followed. They can then be crushed or auctioned for parts after disabling the drivetrain as done during CFC (which was great for salvage parts to keep other vehicles running).
