  1. Sure it will recover once the people who LIVE THERE AND RUINED IT are driven away and gentrification replaces them with decent non-criminals with a functioning work ethic. The problems in all these places are PEOPLE problems and the people are the ones who live there. Americans pretend criminals are some how not "the public" or "society". That othering of them is unsupported by logic or reason. Smart people don't live there and it should not matter what happens to humans who are not intelligent. The sooner Oakland is done the sooner developers can flatten and cure it. Poor people are poor because of many PERSONAL defects so their communities are made horrible by the residents, including those who tolerate crime and raise criminals rather than use birth control;. Nothing of value exists in places like Oakland so the sooner all retail leaves and the residents are forcibly scattered by factors beyond anyone's control the better. The few decent folks had a lifetime to leave even if it's on foot. Americans migrate all the time.
