@edwhatshisname3562 That concept exists as a stop gap for barely-civilized societies that can't police themselves. Not saying that we are exactly good at policing ourselves, but I can understand why it would be bad optics. In the wild west, and in prior societies, police just weren't numerous enough and didn't have the tools available to catch an overwhelming majority of criminals.
