@Skinnie You're forgetting many factors here such as the veracity of dispatch which is not always ideal. What if they're wrong and they think someone has a gun who does not? Even if they were not wrong, I'm not sure if you're aware of this but we're in the US and there's a lot of reasons why someone might have a gun. They arrived on scene and this is how he was, basically surrendering. Not sure how a person who "reportedly had a gun" is supposed to act if he doesn't want to get shot.

If they play up the "We have no resources and no one is helping us" angle they'll get more money from the feds and donators. There's only one kind of resource they care about and it fits in a wallet.
