Hard to disagree here. He was there for a month. The old family never looked for him, all they'd have to do is browse the websites of local shelters. These shelters WANT to give away the dogs because otherwise they may get euthanized; it was not a secret that the dog was there. There's also the question of how he ran away in the first place. If dogs get attached to you, they may get distracted by something and run away if they're not trained, but they'll come back later. They have a great sense of direction. Some people keep dogs for shallow reasons. I don't believe they were "abusive" but some people seem to believe that dogs don't need that much time and care. I see too many of them when I go on walks. Dogs locked up on balconies unsupervised or in houses for the whole day. I have an Aussie that I adopted when she was 18 months old. Her old family gave her to me because they already foster several dogs and had too many; she was born naturally to two other Aussies they had. However she's still always happy to see her old owner and happy to go back to his house with him for visits. It's not the same, the old family from this video likely wasn't giving him the stimulation he needed.
