This is all legal and even Constitutional for the executive branch to do. Previous administrations, including Republican, had a lot to gain from inaction. Almost all of those bureaucratic organizations are created by the executive branch. All things foreign and immigration related are solely the purview of the executive branch unless Congress passes a law about it. Republicans before Trump only really paid lip service to immigration policy. People still think his EO regarding natural born citizenship is anti-Constitution. It's not, it's addressing a law passed in the 60s that YT will literally remove my comment for mentioning.
