  1. Yes, if the HOA wanted to enforce the law they would have called the police when they found out which vehicles were expired. The police would have told them to pound sand, they have better things to do than take one month expired registrations out of private driveways. This is a scheme for the towing company to make money and someone on the HOA board likely gets a cut.
