People like him don't have internalized morals, they only care about "is this my problem? no, it isn't" they have no concept of being courteous because it means other people will be courteous to them, then they wonder why their friends are all assholes like they are. Their behavior can only be checked one way which is through confrontation as shown here, but most employees can't do that.
