  1. A state isn't over-representing its population through a democratic vote. That's not possible, because the population is what it is, no more and no less. If the Iowa Congress had a membership of 100% White Christian, then yes, they would be over-represented in Congress. For all the talking and commentary these people do, you'd think they'd know how to use words.
