  1. It takes a lot of "commitment" to go into a fight that you know will have an equal or greater amount of firepower coming your way. Virtually everyone opts out of that. So yes, just possessing a weapon does help stop that. Namely, more people carrying more weapons and creating the perception that anyone could be carrying one helps stop that.
