@Jason Weed is something that is extremely old and natural, though. Restriction of weed is actually a recent thing that only came about in the last century. It's all about who has the money and who doesn't want anyone else muscling in on their business. I think it is a convergence of the governments having the technology available to actually enforce those kinds of laws, and businessmen who don't want cannabis as competition. In medieval times, for example, there would have been basically no way to enforce cannabis being illegal. There was not nearly enough infrastructure to support that and on top of that it was an agricultural product so lords wouldn't want their serfs being restricted from making product.
