  1. Established in 1961 by President John F. Kennedy to unite several foreign assistance organizations and programs under one agency, statute law places USAID under "the direct authority and policy guidance of the Secretary of State". It's nuts that people go around proclaiming opinions about Fascism and dictatorship without understanding the basics of our government or that foreign policy is almost entirely the purview of the executive branch.

  2. ​​@bonezgaming And that law literally says that Rubio can do whatever the heck he wants with it. It's an executive branch organization just like every other alphabet soup agency. If anyone is to be blamed, blame Congress for writing the law badly. It's just like an investor company relationship. Congress is the investor. The executive branch is the company, deciding what to do with the money. That's why executive branch is enforcement. You could whine just as loudly about misappropriation of military funds, such as the disastrous F-35 project, it's no less egregious a misuse of Congress allocated funds by those standards.
