  2. We need to go back to corporeal punishment and using jail only for holding prior to a trial. Incarceration as a punishment doesn't work. It costs us money. It allows the criminal to fraternize with no one else but criminals for months or years at a time. The criminal exits jail "branded" by a paper trail, just as if he were literally branded with a hot iron -- few people will hire him due to his background and all his "job prospects" are highest with the criminals he made friends with in jail. On the other hand, if a criminal were branded and flogged, he is immediately identifiable just as if he had the paper trail, he gets no chance to make friends with other criminals from other organized crime gangs, and it costs very little.
