@johnsullivan937 It's faster, in their mind. It may not be actually, but it's a way to perform the same exact routine on every car they come across. Thieves are rarely competent or forward-thinking. If they were, they likely would not be thieves.

@benjaminshropshire2900 Cops deciding punishment is integral to their job. Cops use discretion on deciding whether or not a kid should get a penalty for having a small bag of weed, whether you should get any punishment at all for a traffic violation, etc.
