They didn't have retail outlets in the 17th century, bro. He only made 3 guns because he was unfortunate enough not to find someone who wanted to use his gun. He has to receive a contract to make them before he'll bother making them. Back then, a single noble deciding whether or not to commission a piece of equipment and issue it to his retinue could make or break your product, because without that noble's seal of approval how will anyone else know to start commissioning your product? Sometimes the reasons nobody bought these products were valid, other times it was totally arbitrary.

Yeah, he sold 2 guns to the Duke of Buccleuch because he ordered 2, and not any more. People didn't frequently make warehouses full of product back then unless they knew it was something they could definitely sell, like food. Manufacturing was just starting to be refined during this century and it was still labor intensive.
