@Melven_de_PushySmasher Sadly it still happens all the time even in this state. I've had stray or runaway dogs walk up to me at least three times while walking my dog, and my parents have sheltered abandoned dogs while trying to find a new home for them many times. One of their neighbors moved away and left a dog in their yard a few weeks before Thanksgiving.

@bax2603 It baffles me as well. Best I can guess is that there are too many ignorant people who get a pet because their friends have one, or because it is popular here, and realize that they are not made for it, at all. Then they're too lazy to find a new home for it.

Dogs' character judging skills vary. My dog is overly protective and will pick and choose people that she likes very arbitrarily. She seems to be afraid of tall people. She will come to like them if she spends enough time with them, regardless.
