  1. 16 years ago President Bush invited both Ukraine & Georgia to join NATO. Russia was a major energy supplier to Europe. During Bucharest summit France & Germany opposed Bush plan after Moscow expressed anger over the offer to former Soviet Union members . But NATO members agreed to consider them in the future. Putin was also angered after Bush offered missile defense systems for Eastern Europe in Poland & Czech Republic . Later in the summit Bush offered Albania & Croatia membership! USA played Europe , Ukraine & Russia.
