  1. in nsw australia we have yearly roadworthy inspections for registration renewal. they basically check for worn parts like tie rod ends, balljoints, wheelbearings. check all the lights/horn/seatbelts work and the tyres have tread, check for rust or structural failures and do a brake test.

  2. the bumper rule is the same in australia it has to cover a certain percentage of the tyre. flares have to cover the entire tread that doesn't include the sidewall so the jeep in the video would likely be fine. many minor modifications are ok lifts up to 2' and 11% tyre increase outside of that or for things like engine swaps you need to get approval from a certified automotive engineer who will be checking things are strong enough, safe and function properly then you'll get an engineers certificate to prove the legality of the modifications.
