  1. rust converter shouldn't leave a permanent coating period. you use phosphoric acid on unpainted steel that you've degreased and removed all loose rust from. you apply the phosphoric acid and keep it wet until rust is dissolved, wrapping tightly in plastic helps. when rust is dissolved you wash the phosphoric acid off with water and scrub. then dry immediately wax and grease and apply etch primer before adding your desired top coat.
