  1. Biden could have cancelled it, but that would've been political suicide for Dem Party in mid-terms, all for what is a paltry amount in US budgetary terms. This is the cousin of the other typical US political move: GOP POTUS/Congress push some evil and Dems rail against it...but never reverse it once in office. These two are actually the same move; the first is a way to leave Dems with less wiggle room for budgeting for their own political program. That said, I'd like to think Ben would appreciate the point you're bringing. P.S. Politicians don't "give" workers anything, except a tiny bit their own money back.
