It absolutely is. The whole "exception for medical supplies" thing is so blatantly a smokescreen. TL;dr It's oligarchy.
We know damn well that the US government is controlled by capitalists, including those employing lobbyists and the ones elected/appointed/inheritance-ed to office (Trump, King Dumbo of England, Berlusconi, etc.). The usual Marxist analysis I hear, "medical companies that don't trade with Cuba are afraid to also be targeted by US sanctions", is true but incomplete IMO. Basically, the big capitalists decide a matter, telegraph the decision to their minions in the capitalist world's legislatures (esp. US Congress) who then dutifully -- and as immediately as they can get away with -- enshrine the big capitalists' decision in law, making it binding upon potential maverick billionaires and smaller capitalists who either didn't have a say at all or were against the decision (also petit bourgeoisie, workers and peasants, who in fact have a say, but only when they exercise it collectively). This strongly incentivizes "playing ball" with the dominant group, if one hopes to maintain or increase their status. For small capitalists, they might refuse to trade with Cuba to shield workers from unemployment if the company fell out of favour with the dominant group by trading with US sanctioned blockaded countries and named individuals/companies.
