  1. The assumption was that Congress would do their jobs and impeach a President whose behavior was poor enough for legitimate felony charges to be made. It was recognized that allowing a sitting President to be charged and tried would be far too abusable to be of any benefit to the country. You'd essentially have Presidents spending their terms fending off endless bs charges and thus be prevented from doing the job they were elected to do.

  2. ICE is hiring whoever walks through the door, arming them, and sending them out with little to no training or leadership in the field.
