  1. Chernobyl was a cheap design that other countries considered too risky combined with an experiment conducted under improper conditions by technicians who were not prepared for it (as it was supposed to have been done by a different shift.) Age had nothing to do with it.

  2. Existing commercial reactors weren't designed with weapons grade enriched fuels in mind and some countries have laws prohibiting such fuels from being used by nuclear power plants.
