  1. This is one of those rare instances when an elected representative should protect their constituents from themselves. A national minimum of $15 is simply a bad idea (even spread out over multiple years.) It's unnecessarily high for areas with low costs of living and will lead to unnecesssrily high price and inflation increases. The latter of which will negate some or all of the intended increase in purchasing power. The federal minimum should be based on the areas with the lowest costs of living. State and local governments could adjust it from there to compensate for their higher living costs. Setting the federal minimum to ~$10 to ~$11 with some proper fine tuning by the lower governments would be much more balanced and efficient when it comes to purchasing power than $15.
