Tactics like this are completely legit as long as you have a way of removing the spiked rounds from circulation after the conflict is over. Otherwise it's the equivalent of leaving landmines behind after a war. Too much potential for "innocents" to be injured or killed later on. Somehow I doubt the Syrian government much cares what happens to those rounds afterwards so in this particular instance I can see why it might be an issue. The mortar rounds however are just fine...
