  1. Iraq had large armed forces built up over the Iran conflict,NATO was simply too strong having been prepared for a western conflict. They just changed camouflage and got to work with how they would've fought in Europe.

  2. They didn't they actually asked Kuwait not to do it and even warned them Saddam would invade if they didn't. A US ambassador flew out to Kuwait just before Saddam invaded and warned them. But Kuwait wanted it's money back from subsidising Saddam's war against Iran.
