  1. XOR is perfect if you have an uncompromised, truly random one-time pad cipher. While randomness can be guaranteed with a pair of dice and a few easy operations on paper, the "uncompromised" feature requires extensive physical security.

  2. It's a poor scientific definition. What most people need is not randomness but statistical independence, which is an entirely different potato.
