  1. There are only two ways they US could "purchase" Canada. The first and conventional way is war. The second is if Canada changes its constitution and allows for a peaceful merger of the two countries. I suspect that this would also require a change in the US constitution.

  2. Neither would require an actual annexation of the territory. A simple contract between the two countries would suffice. Having said that, Trump is just trolling. Nothing of this sort will happen.
