  1. The airbases are defended by the best missile defense systems and the planes probably scramble every time an attack happens. There is nothing of value to hit there.

  2. A psychopath is not a crazy person. They simply don't feel empathy for others, but that does not mean that they aren't acting rationally. Putin grew up during the Cold War, so he knows exactly what nuclear weapons can do... and what they can't. Putin may also know, or at least strongly suspect, that Ukraine is a nation that has nuclear weapons. It was, after all, holding a large part of the stockpile of the USSR. Anybody who believes that all of the weapons that Ukraine had after the USSR broke up were completely accounted for probably lives on Mars. It is highly likely that there are at least a few working low yield and dirty bombs in the possession of Ukraine. The scrambling actions of the Russian military in Chernobyl and other nuclear facilities are indicative that they suspect that Ukraine has a secret nuclear program going that has yielded some "useful" results. Russia can't risk going all in. I believe it's really that simple.
