It's the conservative US Supreme Court that does not let the federal government set rational building codes. This is on the heads of conservatives.

Why does the federal government have to pay for man made disasters? This is all a matter of poor building codes and it can all be prevented at the local level. It can ONLY be prevented at the local level. The federal government does not have the authority to set building codes for these buildings.

No, it isn't, but no insurance company will pay if you set your home on fire willfully.

It's a lack of fire-safe building codes. A building covered in clay tiles and cement board can't start to burn if it's being hit by flying embers.

The fires are not what causes the property damage. What causes the property damage are the properties. It should be forbidden to build a house with asphalt shingles and OSB sheathing. Clay or cement shingles and cement board sheathing have to be made mandatory, even on older homes.

Yes, except that it's not climate change that burns your building down but the fact that it's made from flammable materials. We could easily build with non-flammable materials. Clay tiles for roofs and cement board are readily available and low flow sprinkler systems to put out embers could be easily installed everywhere.

@ Yes, it's the states that establish building codes in addition to local boards. Both the states and local boards have proven that they are utterly incapable of keeping the public safe from these events. In a rational political environment it would therefor fall to the federal government to reign in the children at the state and the local level. Republicans are, of course, not in favor of a rational political environment. Thus the US will continue to burn and to experience mass shootings. :-)

@khaerinaenno Yes, that's the insanity of the federal government paying for the results of poor planning at the local level. For floods the problem is zoning, for fire it's insufficient building codes.

@ The Feds should definitely force people to fireproof their homes. Guess what the US Supreme Court will never allow? Federal fire safety regulations... they will say that they violate the second amendment, the right of the people to bear stupidity. ;-)

Except that it's not a deficit. It's a lot of construction and building materials jobs and additional GDP. You guys can't even do simple math. ;-)

Well, it did turn into a brush fire and that is nearly impossible to fight. It's also not the problem. The problem is that US homes are built like tinderboxes. They start burning as soon as they are hit by the first flying ember.
