  1. Nuclear weapons are not as hard to make and maintain as you think. Once you have the base technologies it's rather easy. So, yes, they do work. Maybe not all of them, but you still don't want to see a war with even 1000 working Russian nukes.

  2. I have a feeling that a new Russian government will call NATO to ask for protection of the Russian nuclear arsenal, eventually. Russia is a failed state.
